The main objectives of this study are (i) to conduct preliminary air ventilation assessment and urban climatic mapping study in stages for relieving the public concern about the adverse impact caused by reclamation on the air ventilation of Sha Tin District; (ii) to conduct a socio-economic impact assessment by establishing a profile of the communities in Ma Liu Shui and Sha Tin Districts, identifying key baseline indicators and changes to these indicators based on with and without scenarios of the Project; (iii) to consult both community’s opinions and official agenda in shaping a common ground for the future development of the study area; (iv) to advise on formulating the Stakeholders Consultation Strategy and participate in the stakeholders consultation activities; and explore good development concepts from the stakeholders, present the findings of studies and assessments mentioned in (i), (ii) and (iii) above to the public in the Stakeholders Consultation Programme and gauge stakeholders’ feedback through stakeholders consultation activities; and (v) to con-ordinate with the Government Representative and the consultants for the formulation of the Initial Conceptual Development Plan.
